Clinical Order Access Policy

MCC enables healthcare professionals to securely issue clinical orders, including prescriptions, laboratory requests, imaging requests, and other authorized care orders.

This Policy explains how authorized healthcare providers access these orders while protecting patient privacy and maintaining the integrity of the healthcare record.

1. Purpose

This Policy governs access to all clinical orders issued through MCC, including but not limited to:

  • Prescriptions

  • Laboratory requests

  • Imaging requests

  • Specialist referrals

  • Other authorized healthcare orders supported by MCC

2. Authorized Access

Clinical orders may only be accessed by healthcare providers who:

  • Are registered and verified on MCC;

  • Have a legitimate healthcare purpose;

  • Complete MCC's required verification process; and

  • Meet any applicable legal or payment requirements.

3. Patient Verification

Before access is granted, the receiving provider must successfully verify the patient's order using MCC's approved verification process (such as CSID and MID or any successor verification method).

4. Consultation Fee Requirement

Where applicable, full clinical order details will remain unavailable until any required consultation fee has been paid, unless:

  • The healthcare professional has designated the consultation as free;

  • The order has otherwise been released by the issuing provider; or

  • Applicable law requires immediate access.

Prior to authorization, only limited information necessary to identify the order and guide payment may be displayed.

5. Permitted Use

Clinical orders may be accessed only for the purpose of providing the requested healthcare service.

Providers must not:

  • Access orders without authorization;

  • Access orders out of curiosity or personal interest;

  • Copy, disclose, or use order information for unauthorized purposes.

6. Order Status

MCC may assign status indicators to clinical orders, including:

  • Active

  • In Progress

  • Completed

  • Partially Fulfilled

  • Cancelled

  • Expired

Receiving providers must comply with the status displayed unless otherwise permitted by applicable law.

7. Record Integrity

Clinical orders and fulfilment records form part of the patient's healthcare record.

They must not be falsified, deleted, or improperly altered.

Any corrections or updates will preserve an audit history.

8. Audit and Monitoring

MCC records access to clinical orders, including verification, viewing, fulfilment, and status updates.

Audit records are maintained to support patient safety, security, regulatory compliance, and fraud prevention.

9. Professional Responsibility

Receiving providers remain solely responsible for professional decisions relating to the fulfilment of clinical orders.

MCC provides the secure technology platform and does not direct or supervise professional healthcare services.
